Benefits include health insurance with excellent coverage and an employee contribution of less than $200 per month. Single dental coverage is offered at no expense to the employee, with a family option available. Retirement benefit is through Iowa Public Employee Retirement System (IPERS). Employer contribution is 9.44% with employee contribution of 6.29%. SDHD also provides 10 paid holidays and 2 personal days per year. Starting vacation is accrued at a 2 week a year rate and sick leave is also available at about 8 hours per month. New SDHD employees are eligible for 5% annual raises with acceptable performance the first five years of their employment in addition to an annual cost of living increase.
Position Summary:
Under general supervision, performs a variety of work in various environmental health programs including but not limited to private water well and septic permitting, water sample collection, private well grants, septic time of transfer inspection follow up activities, septic pumper inspections, tattoo and tanning facility inspections, piercing facility inspections, mosquito collection, animal bite follow up, and other duties as required. Duties involve on-site inspections, follow up and enforcement, report writing, data collection, maintaining records and files, educating the public, and assisting other environmental health staff as necessary.
Essential Duties:
•Conduct routine environmental inspections in assigned program areas to determine compliance with applicable rules, standards, and regulations; review plans and specifications, previous inspection reports, and operating or construction permits; observe facilities in operation; collect samples and data; perform analytical analyses; and follow up and carry out enforcement actions when necessary.
•Conducts site inspections for private water wells and private septic systems for compliance with applicable regulations.
•Collects private well and public water samples using the appropriate equipment and procedures to determine compliance with applicable regulations and recommendations.
•Review private well grant work and reimbursement submissions for compliance and eligibility.
•Review septic system time of transfer inspection reports to determine status of private septic systems, communicate results to necessary parties, and follow up as necessary.
•Conducts septic pumper inspections.
•Conducts inspections of facilities such as tattoo, tanning, piercing, and swimming pool establishments, maintains proper records, and follows up as necessary.
•Maintains mosquito trapping equipment and collects mosquito samples for submission.
•Conducts animal bite investigations, quarantines, and releases for rabies control.
•Establishes and maintains effective working relationships with public officials, private business representatives, and the public.
•Investigates environmental complaints and submits reports with recommendations for any corrective actions needed.
•Assists the community and individuals on environmental health issues and provides education.
•Writes letters, reports, and other related documents and maintains records.
•Participates in program and department required training and obtains required continuing education hours annually.
•Assist other environmental health staff with tasks as needed.
Education, Experience and Special Requirements:
Must have H.S. Diploma or GED with some post-secondary education or training in an environmental health services field preferred; related work experience with the public; computer skills required; CPR Certification required or willing to attend training; ability to work with diverse populations and to work independently in an unstructured setting with minimal supervision; physical ability to transport essential supplies and to lift up to 50 pounds.
•Additional certifications may be required such as Certified Pool Operator (CPO), or Iowa Time of Transfer Inspector. These requirements are based on program assignment and are supported by SDHD.
• Must have valid driver’s license, reliable transportation and ability to obtain car insurance at agency-specified liability level.
